Load an image into the Pixlr desktop application and you can do a lot to enhance the way that application looks. You can crop or resize the image, you can remove annoying red eyes, you can apply one of several effects, you can use an overlay, you can place custom text on the image, and more.

Pixlr can be used online and offline.
If you want to use it online, visit Pixlr.com to launch the Pixlr Editor, Pixlr Express, or Pixlr O-Matic web apps. It must be mentioned here that Pixlr Express is also available as a Facebook app.
If you want to use Pixlr offline, you can get the Pixlr Express app for iOS and Android, the Pixlr O-Matic app for iOS and Android, the Pixlr Editor add-on for Google Chrome, or the Pixlr application for Windows and Mac desktops.

The system requirements for running Pixlr for desktop on your Windows PC are: 1GHz processor or better; 1GB of RAM for 32-bit PCs, 2GB for 64-bit PCs; about 450MB of free disk space; OpenGL 2.0 compatible video card with 128 MB video memory; 1024 x 768 screen resolution; 32- or 64-bit version of Windows 7 or 8. A setup wizard will help you install Pixlr for desktop on your Windows-powered PC. When you’re done and you launch the application for the first time, you will be invited to create a Pixlr account and unlock beautiful new stickers, borders, overlays, and so on.

This is where I have to tell you that several memberships are available for the desktop version of Pixlr:
Pixlr Starter – use Pixlr for free on your PC. You have access to basic photo editing functionality, just enough to familiarize yourself with Autodesk’s Pixlr.
Pixlr Essentials – sign up for a free account, log into your account, and unlock some extra features (HD border packs, blending, 45 degree overlay rotation, and more).
Pixlr Pro – get a paid account and access the full Pixlr software on your Windows desktop. You have access to everything that Pixlr for desktop can do.

Pixlr is a great tool for editing photos, no matter if you use it online, on your mobile, or on your desktop!

Pros

Pixlr can be used online and offline; it is available as a web app, as a mobile app, and as a desktop app. The system requirements for running Pixlr on your Windows desktop aren’t very high. Pixlr for desktop has a user friendly interface. Pixlr for desktop provides easy access to lots of useful photo editing options.

Cons

To have access to all the functionality Pixlr for desktop has to offer, you must get a paid membership.
